Adjustment to PVP

With this new patch, we will be making a few adjustments in attempts of making the roles more balanced.

I won't go too specific with the details with exact percentage changes, but it will now be much harder for nukers to hit characters that are a higher level then them. The bigger the level gap, the more likely nukers are to miss with their attacks.

This will be affective in both PvP and PvE.

We have also made some modifications to the other classes skills as well that should shift the balance some. I will go into more detail on those when the patch notes are released.

After the patch is released, we would like to hear your feedback regarding the balance.
