was stated on that topic that refinement rate was lowered but not intentionally so better wait if don't want to waste scale + BE when refining ( without scales rate should be okay, but of course have risk, if fail, lost wep ^^)

None can be trusted, unless u happen to be on their 'buddy' list. That applies in ANY game.
